Education

Delegate Hutchins attended Calvert Hall College High School in Towson, Maryland. After serving in the United States Army for two years, Hutchins went to Charles County Community College, where he received his Associate's Degree in 1975. In 1981, he graduated from the University of Maryland University College, where he received his Bachelor's degree in law enforcement. In 1990 he graduated from the U.S. Army Sergeants Major Academy. Finally, he returned to college and received his M.G.A. in state & local government in 1997.
