Russia

All of Russia's Presidents have been independents. Former president Dmitry Medvedev was offered to join United Russia but politely declined, saying that he believes the President should be an independent so that he serves the interests of the country rather than his political party.

Vladimir Putin, the current president of Russia, is the head of the United Russia party, but is not its member, thus formally is independent.
