Early Life
Evans was born on 10 November 1957 in Swansea. He was educated locally at the Dynevor School, and at Swansea University, where he was awarded a Bachelor of Arts degree in politics in 1979. He was involved in the management of his family's newsagents and convenience store in Swansea.
