Controversy

The controversy exists due to the law stipulates that the election should move towards universal suffrage in accordance with the principle of gradual and orderly progress. Different camps interpret "gradual and orderly" differently, with the pro-government camp interpret this as up to 49 years and the pro-democratic camp interpret this to as little as 10 years starting from the 2007 Chief Executive election. Pro-Beijing camp members such as Elsie Leung have insisted the opposite, that Article 45 has never promised universal suffrage as an aim.
