Operation
The Communauté still envisioned close cooperation between member states and the French government. The French government was responsible for security and to some degree policing in all states. A number of African leaders were present—symbolizing, for continental anti-colonialists, their complicity—at France's first nuclear test, which took place on 4 February 1960 near Reggane in the Sahara Desert.
