He was Progressist Party's federal deputy of Rio de Janeiro State between 1995 and 2002, being elected in the 1994 and 1998 elections. In 2002 and 2006, he was again Progressist Party's federal deputy candidate, but was not elected.

In 1990, he was Liberal Party's federal deputy candidate, but was not elected.
