Venues
In addition to the nine venues located in Japan, one venue each from Singapore and Hong Kong have also been proposed to host five matches respectively. The IRB raises concern about two foreign stadiums, which they believed to be too far away from Japan. Nagai stadium may be replaced by the planned football stadium in Kita-ku, Osaka.
