Built in the area affected by the 9/11 attacks, the project was awarded with $115 million in tax breaks and cash grants, as well as $1.65 billion in Liberty Bonds to help cover the building's $2.1 billion construction costs. A $5 million, 80-foot-long (24 m) by 23-foot-high (7.0 m) mural was created for the entrance lobby by artist Julie Mehretu.
