The Alliance for Progress achieved a short-lived public relations success. It also had real but limited economic advances. But by the early 1970s the program was widely viewed as a failure.
The program failed for three reasons:
- Latin American nations were unwilling to implement needed reforms, particularly in land reform.
- Presidents after Kennedy were less supportive of the program.
- The amount of money was not enough for an entire hemisphere: $20 billion averaged out to only $10 per Latin American.
The Organization of American States disbanded the permanent committee created to implement the alliance in 1973.

“I have no doubt that it was a principle they fought for, as much as our ancestors, and not to avoid a three-penny tax on their tea; and the results of this battle will be as important and memorable to those whom it concerns as those of the battle of Bunker Hill, at least.”
—Henry David Thoreau (18171862)
“In the works of man, everything is as poor as its author; vision is confined, means are limited, scope is restricted, movements are labored, and results are humdrum.”
—Joseph De Maistre (17531821)
“The peace conference must not adjourn without the establishment of some ordered system of international government, backed by power enough to give authority to its decrees. ... Unless a league something like this results at our peace conference, we shall merely drop back into armed hostility and international anarchy. The war will have been fought in vain ...”
—Virginia Crocheron Gildersleeve (18771965)
