Passage of Legislation
Normally, both houses of Tynwald must pass a Bill before it goes to the sovereign or her representative Lieutenant Governor, representing the Lord of Mann, for Royal Assent. But if the Council rejects a bill or amends it against the Keys' wishes, the Keys has the power to repass the same bill, when the Council's approval is not required and the Bill is presented to the Lieutenant Governor for Royal Assent.
Assent is granted (or refused) following consultation with the Ministry of Justice in the UK.

Famous quotes containing the words passage of, passage and/or legislation:
“I envy neither the heart nor the head of any legislator who has been born to an inheritance of privileges, who has behind him ages of education, dominion, civilization, and Christianity, if he stands opposed to the passage of a national education bill, whose purpose is to secure education to the children of those who were born under the shadow of institutions which made it a crime to read.”
—Frances Ellen Watkins Harper (18251911)
“So I was glad of the fogs
Taking me to you
Undetermined summer thing eaten
Of grief and passage where you stay.
The wheel is ready to turn again.”
—John Ashbery (b. 1927)
“Statecraft is soulcraft. Just as all education is moral education because learning conditions conduct, much legislation is moral legislation because it conditions the action and the thought of the nation in broad and important spheres of life.”
—George F. Will (b. 1941)
