Special Session - United States

United States

In the United States of America, Article II Section III of the United States Constitution gives the President of the United States the power to "on extraordinary occasions, convene both Houses or either of them." This power exists because emergencies that require congressional attention can occur when Congress is not in session. U.S. Presidents have exercised this power 27 times, most recently by Harry Truman in 1948.

In the United States all business not transacted over the telephone is accomplished in conjunction with alcohol or food, often under conditions of advanced intoxication. Television is an excellent system when one has nothing to lose, as is the case with a nomadic and rootless country like the United States, but in Europe the affect of television is that of a bulldozer which reduces culture to the lowest possible denominator.
    Marc Fumaroli (b. 1932)

As a Tax-Paying Citizen of the United States I am entitled to a voice in Governmental affairs.... Having paid this unlawful Tax under written Protest for forty years, I am entitled to receive from the Treasury of ‘Uncle Sam’ the full amount of both Principal and Interest.
    Susan Pecker Fowler (1823–1911)

Madam, I may be President of the United States, but my private life is nobody’s damn business.
    Chester A. Arthur (1829–1886)

The United States is just now the oldest country in the world, there always is an oldest country and she is it, it is she who is the mother of the twentieth century civilization. She began to feel herself as it just after the Civil War. And so it is a country the right age to have been born in and the wrong age to live in.
    Gertrude Stein (1874–1946)
