The former urban district areas of Leyland, Lostock Hall, Bamber Bridge and Walton-le-Dale are unparished areas. The rest of the district is divided into the following civil parishes:

- Farington
- Hutton
- Little Hoole
- Longton
- Much Hoole
- Penwortham (town)
- Samlesbury
