A key result of PPM is to decide which projects to fund in as near an optimal manner as possible. In the words of Cooper: “The portfolio decision process is characterized by uncertain and changing information, dynamic opportunities, multiple goals and strategic considerations, interdependence among projects, and multiple decision-makers and locations.” Project Portfolio Optimization (PPO) is the effort to formally make the best decisions possible under these conditions.
