Thuot graduated from Fairfax High School, Fairfax, Virginia, in 1973. He received a Bachelor of Science degree in physics from the United States Naval Academy in 1977, and a Master of Science degree in systems management from the University of Southern California in 1985. He also graduated from the Harvard Business School Advanced Management Program in 2004.
