On September 9, 2009, U.S. Department of Homeland Security (DHS) Secretary Janet Napolitano and General Services Administration Acting Administrator Paul Prouty held a ceremonial groundbreaking to commence consolidation of a new Design/Build DHS Headquarters at the St. Elizabeths Campus.
