The funds were distributed to districts based on a state policy which estimates that 16% of the district's pupils are receiving special education services. This funding is in addition to the state's basic education per pupil funding, as well as, all other state and federal funding.
North Allegheny School District received a $3,633,946 supplement for special education services in 2010. For the 2011-12 and 2012-13 school year, all Pennsylvania public school districts received the same level of funding for special education that they received in 2010-11. This level funding is provided regardless of changes in the number of pupils who need special education services and regardless of the level of services the respective students required.

Famous quotes containing the words special and/or education:
“The line that I am urging as todays conventional wisdom is not a denial of consciousness. It is often called, with more reason, a repudiation of mind. It is indeed a repudiation of mind as a second substance, over and above body. It can be described less harshly as an identification of mind with some of the faculties, states, and activities of the body. Mental states and events are a special subclass of the states and events of the human or animal body.”
—Willard Van Orman Quine (b. 1908)
“... all education must be unsound which does not propose for itself some object; and the highest of all objects must be that of living a life in accordance with Gods Will.”
—Catherine E. Beecher (18001878)
