Before Parliament

From 1984, Moran was a local councillor of the London Borough of Lewisham Council, and leader of the council between 1993 and 1995. At the same time, Moran stood in the 1992 general election in Carshalton and Wallington, finishing in third place. Moran was also the director of a Housing Association, national President of the housing branch of the NALGO trade union, vice chair of the association of London Authorities Vice and Chair of the Association of Metropolitan Authorities.
