- Toto - Dorothy's little black dog.
- Aunt Em - Dorothy's aunt.
- Uncle Henry - Dorothy's uncle.

- The Scarecrow - A living man made of straw and was briefly King of the Emerald City.
- The Tin Woodman (Nick Chopper) - An enchanted man made entirely out of tin and the current Emperor of the Winkies.
- The Cowardly Lion - The timid King of Beasts
- Guardian of the Gates
- Jellia Jamb - Ozma's favorite servant
- The Wizard - The former ruler of Oz, originally Oscar Diggs from Omaha, Nebraska and now a skilled wizard after being trained by Ozma.
- Glinda - The Good Witch of the South, or Quadling Country, and its benevolent ruler (although in the 1939 MGM movie, she was the Good Witch of the North).
- Princess Ozma - The rightful ruler of Oz.
- Jack Pumpkinhead - A man made out of branches with a carved pumpkin for a head.
- The Sawhorse - An animated sawhorse who becomes a steed of sorts for Ozma.
- H. M. Woggle-Bug, T.E. - An insect who was magnified into a human-sized bug.
- Jinjur - A former General of the Army of Revolt.
- Billina - A yellow hen who upon arriving in Oz has become Queen of the chickens.
- Tik-Tok - A super-intelligent, clockwork robot (one of the first robots in literature).
- The Hungry Tiger - The Cowardly Lion's closest companion.
- Omby Amby - The Captain-General of the Royal Army.
- The Shaggy Man - Another human from "the real world."
- Button-Bright - A wealthy boy from Philadelphia.
- Eureka - Dorothy's cat
- The Patchwork Girl (a.k.a. "Scraps") - A living patchwork doll, companion of the Scarecrow
- Betsy Bobbin - A girl a year older than Dorothy from Oklahoma who comes to Oz with a mule named Hank.
- Polychrome - A fairy daughter of the Rainbow.
- Cap'n Bill - An ex-sailor who is friends with Trot.
- Trot - A girl who's a year younger than Dorothy.
- Kabumpo - The Elegant Elephant of Pumperdink.
- Jenny Jump - A 15-year-old girl from New Jersey who became a half-fairy.
- Pastoria - The former King of Oz and the father of Ozma.
- Santa Claus
