Early Life and Career

Black was born in Bracebridge, and graduated from the University of Toronto in 1955. He was a secondary school teacher and principal from 1958 to 1980, and was superintendent of the Muskoka Board of Education from 1980 to 1987. He has also served as past president of Muskoka Children's Aid.
