After the 2010 election, Stintz was appointed Chair of the Toronto Transit Commission. One of her first acts of 2011 was to reject a Staff-recommended 10 cent fare increase, which followed a 25 cent increase the previous year. Alternatively, one of the cost-saving measures recommended by TTC Staff was to reduce service on 48 bus routes, to save $7 million. On her insistence, this was not implemented as recommended. After public consultation this was reduced to 41 routes for a savings of $4 million. She said, "We have routes that are not being well utilized. We also have pressure on the system whereby we have other routes that either have crowding or service delays. So what we're trying to do is we're trying to match the resources to the need."

During her first tenure, the TTC was granted Essential Service status by the Provincial Government of Premier Dalton McGuinty, which helped assure service continuity for TTC riders. She oversaw the successful implementation of "Crisis Link", a TTC suicide prevention program initiated in conjunction with Bell Canada and Distress Centres of Toronto.
