Israeli Travel Document For Foreigners
This is issued to most Arab residents in East-Jerusalem if they are neither in possession of Israeli nor Jordanian citizenship, and to non-Israeli Arab residents in the Golan Heights. Like with the travel document in lieu of national passport, visas must be obtained before entering a country otherwise deemed visa-free for Israeli passport holders.
