The High Evolutionary was first mentioned in The Mighty Thor vol. 1 #133 (October 1966), and first appears in The Mighty Thor vol. 1 #134 (November 1966), and was created by Stan Lee and Jack Kirby. His minions appeared before him (but only alluded to him), in issue #132.
