de Llano was born in the Tordesillas province of Valladolid, Spain. He was apparently related to the Asturian family of the Counts of Toreno, a title that dates back to 1657. The Toreno heritage was most significantly associated with:

  • José María Queipo de Llano Ruiz de Saravia, 7th Count of Toreno, who became the Spanish Minister of Foreign Affairs, in addition to a three-month period as the Prime Minister of Spain in 1835.
  • de Saravia's son, Francisco de Borja Queipo de Llano y Gayoso de los Cobos, the 8th Count of Toreno, who, since the age of three, served as the Minister of Foreign Affairs of Spain. De los Cobos was also the Mayor of Madrid following a military coup that restored the Borbon monarchy.
