Early Life and Education
He was born in the small village of Pakaštica, Podujevo, Yugoslavia (today Kosovo). He finished the primary school and high school in Podujevo. On 1974, he graduated in the Faculty of Law of the University of Pristina where he also doctorated. He served as a professor at the University of Pristina, teaching throughout his tenure as a Parliamentarian. He speaks Albanian, English, Serbian, and French.
