Composition
The members of ExCo are appointed by the Chief Executive from among principal officials (heads of department, informally called "ministers"), members of Legislative Council, and public figures. Their appointment and removal is decided by the Chief Executive. There is no fixed term of office, but the term of office of members cannot extend beyond the expiry of that of the Chief Executive who appoints them (Article 55 of the Basic Law).
The Council is presided over by the Chief Executive. In addition to the 15 principal officials there are 14 non-official members. Other than the Chief Secretary, Financial Secretary and Secretary for Justice, official members only sit in meetings that are related to their portfolio.

Famous quotes containing the word composition:
“The composition of a tragedy requires testicles.”
—Voltaire [François Marie Arouet] (16941778)
“Give a scientist a problem and he will probably provide a solution; historians and sociologists, by contrast, can offer only opinions. Ask a dozen chemists the composition of an organic compound such as methane, and within a short time all twelve will have come up with the same solution of CH4. Ask, however, a dozen economists or sociologists to provide policies to reduce unemployment or the level of crime and twelve widely differing opinions are likely to be offered.”
—Derek Gjertsen, British scientist, author. Science and Philosophy: Past and Present, ch. 3, Penguin (1989)
“Viewed freely, the English language is the accretion and growth of every dialect, race, and range of time, and is both the free and compacted composition of all.”
—Walt Whitman (18191892)
