The ECMWF is made up of 19 European countries:
- the 18 founding states of 1975: Austria, Belgium, Denmark, Finland, France, Germany, Greece, Ireland, Italy, Luxembourg, Netherlands, Norway, Portugal, Spain, Sweden, Switzerland, Turkey, United Kingdom
- 1 state joined after the 2010 convention revision: Iceland (April 2011)
The ECMWF has concluded co-operation agreements with other states: Bulgaria, Croatia, Czech Republic, Estonia, Hungary, Israel, Latvia, Lithuania, Macedonia, Montenegro, Morocco, Romania, Serbia, Slovakia, and Slovenia.
