Non-ratifiers
As of May 2011, the convention had been ratified by 168 out of ILO 183 members. Members that did not ratify the convention are:
- Bahrain
- Brunei
- Kuwait
- Liberia
- Maldives
- Marshall Islands
- Myanmar
- Oman
- Qatar
- Solomon Islands
- Somalia
- Suriname
- Timor Leste
- Tuvalu
- United States
Furthermore, the convention has not been ratified for Aruba, Curaçao, Sint Maarten and the Caribbean Netherlands within the Kingdom of the Netherlands.
