Emperor Wenzong caused a letter to be drafted for delivery to the Emperor of Japan, which he sent via Japanese ambassadors who had traveled from Heian-kyo as part of a diplomatic mission. On their return home in 839, these ambassadors presented the communication from the Chinese emperor to Emperor Ninmyo.
