Powers and Functions
The primary purpose of the Council is to act as one of the two chambers of the EU's legislative branch, the other chamber being the European Parliament. However the Council only has legislative initiative in limited sensitive areas. It also holds, jointly with the Parliament, the budgetary power of the Union and has greater control than the Parliament over the more intergovernmental areas of the EU, such as foreign policy and macroeconnomic coordination. Finally, before the entry into force of the Treaty of Lisbon, it formally held the executive power of the EU which it conferred upon the European Commission.

Famous quotes containing the words powers and/or functions:
“To receive applause for works which do not demand all our powers hinders our advance towards a perfecting of our spirit. It usually means that thereafter we stand still.”
—G.C. (Georg Christoph)
“Mark the babe
Not long accustomed to this breathing world;
One that hath barely learned to shape a smile,
Though yet irrational of soul, to grasp
With tiny fingerto let fall a tear;
And, as the heavy cloud of sleep dissolves,
To stretch his limbs, bemocking, as might seem,
The outward functions of intelligent man.”
—William Wordsworth (17701850)
