The party was established in summer of 1993 in Donetsk, soon after establishment of the Communist Party of the Russian Federation in suburbs of Moscow. The party claims to be the direct descendant of the Communist Party of Ukraine that existed before 1991 when it was unconstitutionally banned. The Constitutional Court of Ukraine recognized in 2001 that the orders of Verkhovna Rada regarding ban on the Communist Party of Ukraine do not correspond to the Constitution of Ukraine.

A dominant party in Ukraine before the Orange Revolution, officially it always was in opposition to every President of Ukraine. Predominantly it is a party of Russians in Ukraine and the Russophone population of the country.
