The Commonwealth Foundation is an intergovernmental organisation that was established by the Commonwealth Heads of Government in 1965, the same year as its sister organisation, the Commonwealth Secretariat. The Foundation is located at Marlborough House in London, a former royal palace which was assigned for the use of these Commonwealth institutions by Her Majesty Queen Elizabeth II, Head of the Commonwealth.

“Honorable Senators: My sincerest thanks I offer you. Conserve the firm foundations of our institutions. Do your work with the spirit of a soldier in the public service. Be loyal to the Commonwealth and to yourselves and be brief; above all be brief.”
—Calvin Coolidge (18721933)
“Laws remain in credit not because they are just, but because they are laws. That is the mystic foundation of their authority; they have no other.”
