Process
The jury does decide the sentence in capital cases. Juror can vote for the death penalty, life without parole, or life with a 30 years or 25 years non-parole period. Clemency rests with the governor of Ohio, who receives a non-binding report from the Ohio Parole Board.
As in any other state, people who are under 18 at the time of commission of the capital crime or mentally retarded are constitutionally precluded from being executed.

Famous quotes containing the word process:
“The toddlers wish to please ... is a powerful aid in helping the child to develop a social awareness and, eventually, a moral conscience. The childs love for the parent is so strong that it causes him to change his behavior: to refrain from hitting and biting, to share toys with a peer, to become toilet trained. This wish for approval is the parents most reliable ally in the process of socializing the child.”
—Alicia F. Lieberman (20th century)
“To exist as an advertisement of her husbands income, or her fathers generosity, has become a second nature to many a woman who must have undergone, one would say, some long and subtle process of degradation before she sunk [sic] so low, or grovelled so serenely.”
—Elizabeth Stuart Phelps (18441911)
“Opinions are formed in a process of open discussion and public debate, and where no opportunity for the forming of opinions exists, there may be moodsmoods of the masses and moods of individuals, the latter no less fickle and unreliable than the formerbut no opinion.”
—Hannah Arendt (19061975)
