- Qatar (Invited Nation)
- Iraq Withdrew from the tournament on June 26, 2008 due to the team being disbanded.
- Bahrain Were invited as guests but withdrew after being told that they could not play with their Olympic team.
- Lebanon the initial hosts of this tournament, will not participate in this edition.
