Although winning promotion FC Avangard did not have the financial capabilities to accept the step up and so FC Kaisar were spared relegation.
Thus, only one team from the Kazakhstan First Division was promoted at the end of last season:
- FC Zhetysu (champions)
And the only team relegated was:
- FC Energetik
