Trinidad and Tobago qualified as host. Barbados and Saint Vincent and the Grenadines qualified from Group G. Guyana and Guadeloupe qualified from Group H. Cuba and Martinique qualified from Group I. Haiti qualified from Group J.
The groups were named after two former Trinidad and Tobago players.
