Tie-breaking Criteria
This edition saw a first round, with three groups containing three teams each; the preliminary round from the 1961 edition was reintroduced. The format for the semifinals and the finals remained unchanged.
At each stage of the tournament teams receive 2 points for a win, 1 point for a draw, and no points for a loss. If two or more teams are equal on points, the following criteria will be applied to determine the ranking in the group stage:
- a one-game playoff;
- superior goal difference;
- draw of lots.

Famous quotes containing the word criteria:
“We should have learnt by now that laws and court decisions can only point the way. They can establish criteria of right and wrong. And they can provide a basis for rooting out the evils of bigotry and racism. But they cannot wipe away centuries of oppression and injusticehowever much we might desire it.”
—Hubert H. Humphrey (19111978)
