Limitation of Authority
In port, under peaceful circumstances where there is no tactical situation, the Senior Officer Present Afloat (SOPA) assumes certain roles associated with the OTC.
The OTC is only empowered to direct the forces assigned to him or her for the specific purposes designated by the officer exercising operational command over the formation. The OTC may not reassign forces assigned to him or her for another purpose.

Famous quotes containing the words limitation of, limitation and/or authority:
“...to many a mothers heart has come the disappointment of a loss of power, a limitation of influence when early manhood takes the boy from the home, or when even before that time, in school, or where he touches the great world and begins to be bewildered with its controversies, trade and economics and politics make their imprint even while his lips are dewy with his mothers kiss.”
—J. Ellen Foster (18401910)
“Liberty has never come from the government. Liberty has always come from the subjects of the government. The history of government is a history of resistance. The history of liberty is the history of the limitation of government, not the increase of it.”
—Woodrow Wilson (18561924)
“The idea of feminine authority is so deeply embedded in the human subconscious that even after all these centuries of father-right the young child instinctively regards the mother as the supreme authority. He looks upon the father as equal with himself, equally subject to the womans rule. Children have to be taught to love, honor, and respect the father.”
—Elizabeth Gould Davis (b. 1910)
