Ratifications
As of April 2012, the convention had been ratified by 175 out of 183 ILO members. Members that did not ratify the convention are:

- Maldives
- Marshall Islands
- Myanmar
- Somalia
- Tuvalu
Furthermore, the convention has not been ratified for several non-metropolitan territories of states that did ratify the convention:
