The project is estimated to cost 20,000 crore (US$3.4 billion) and will be implemented through a public-private partnership (PPP) mode on Design, Build, Finance, Operate and Transfer (DBFOT) basis by a private entity. The Central Government will provide 20% of the project cost as viability gap funding.
