Education
Sumulong received his elementary education at De La Salle College and his high school education at the Ateneo de Manila. He graduated from the Ateneo de Manila University with a degree in political science in 1968. Sumulong obtained his Bachelor of Laws degree from the University of the Philippines College of Law in 1973, and subsequently from the same university, a Master of Laws degree.
As a student, Sumulong was elected to the university student councils of both the Ateneo de Manila and the University of the Philippines.
