V K Duggal, formally India's Water Resources Secretary, was Indian Union Home Secretary from March 2005 until April 1, 2007 when Madhukar Gupta took over the post. Mr.Duggal was born on 26 November 1944. He belongs to U.T. cadre as well as the former advisor of Chandigarh.
Duggal has held a variety of posts after a stint as a short service commission officer in the Army.
He had a stint in the Municipal Corporation of Delhi as commissioner between 1996-2000.
He served as the Sri Krishna Committee member to look into the demand of Telangana state. His role in the committee report is controversial as he prepared a secret 8th chapter beyond the terms and conditions that was assigned to this committee, the 8th chapter recommends un-democratic ways to weaken the Telangana movement; like media management, sensiting Congress Leaders who are pro-Telangana, weakening the leaders and Parties who are active in Telangana agitation, booking false cases on Osmania University students, and recommending the type of bullets to be used to fire at agitating students. The AP High court took serious exception to this report. There are serious allegations that VK Duggal colluded with Seemandhra politicians to give false report on Telangana, this is evident from his attending the private parties hosted by Seeemandhra politicians even during the process of writing report on Telangana
