On 15 October 1987 Beckmeyer was appointed as a senator for economics, technology and foreign trade into the senate of the free Hanseatic city Bremen led of president of the senate Klaus Wedemeier. After the citizenry choice 1991 at the same time it became on 11 December 1991 senator for ports, navigation and foreign trade and as a senator for Federal matters of authorized persons with the federation. With the assumption of office of Henning Scherf as new mayors and president of the senate Beckmeyer on 4 July 1995 the senator for ports, supraregional traffic and foreign trade as well as the senator for work one appointed. After the citizenry choice 1999 it separated on 7 July 1999 from the office.
