According to the UNESCO "Convention on the Means of Prohibiting and Preventing the Illicit Import, Export and Transfer of Ownership of Cultural Property", transfer of ownership of any and all Persian antiques is illegal. On July 10, 2006, UNESCO Director-General Koichiro Matsuura said the U.S. court decision was "illegal."
