State Route 23 is in the process of being expanded to a six-lane highway, U.S. Route 101 is being upgraded, The Oaks Shopping Center is being expanded by the Macerich Company, and the city has plans to renovate the old Downtown, near the Civic Arts Plaza on Thousand Oaks Blvd.
New homes are also being built in very few areas of the city. Primary areas of new residential construction are currently in-fill sites within the developed area of the community and not outward expansion.

Famous quotes containing the words economic and/or development:
“Postmodernism is, almost by definition, a transitional cusp of social, cultural, economic and ideological history when modernisms high-minded principles and preoccupations have ceased to function, but before they have been replaced with a totally new system of values. It represents a moment of suspension before the batteries are recharged for the new millennium, an acknowledgment that preceding the future is a strange and hybrid interregnum that might be called the last gasp of the past.”
—Gilbert Adair, British author, critic. Sunday Times: Books (London, April 21, 1991)
“On fields all drenched with blood he made his record in war, abstained from lawless violence when left on the plantation, and received his freedom in peace with moderation. But he holds in this Republic the position of an alien race among a people impatient of a rival. And in the eyes of some it seems that no valor redeems him, no social advancement nor individual development wipes off the ban which clings to him.”
—Frances Ellen Watkins Harper (18251911)
