  • Robert Zoellick was appointed U.S. Trade Representative, United States Deputy Secretary of State and nominated as World Bank president in 2007.

On December 13, 2001, in accordance with his campaign promises on National Missile Defense, Bush gave Russia six months notice of the United States' withdrawal from the 1972 Anti-Ballistic Missile Treaty. This was the first time in recent history the United States had withdrawn from a major international arms treaty.

The humble foreign policy outlined by Bush during his campaign, however, was quickly dropped after the terrorist attacks of 9/11 in favor of a more aggressive policy that has been dubbed the Bush Doctrine.
