As Chairman of the Local Government Committee, has been adamant on ways that on how the legislature could help local entities ease the pain of what promises to be severe cuts to a variety of revenue streams.

Blair has proposed a tax rebate system that allows small businesses to receive a 5 percent sales-tax discount. "I think that would be a boon for smaller businesses," Blair said. "Like anything else, there is going to be a cost associated with this, but I think it will be a benefit for the economy because small business will start to feel a little more secure in what they're doing."
