Santorum has consistently held socially conservative views and has advocated "compassionate conservatism". He has a more mixed record on fiscal issues. As a member of Congress, he voted for the Bush tax cuts, favored a balanced budget amendment and sought to curb entitlements, playing a key role in enacting welfare reform. However, he has been criticized for supporting costly federal programs in education and transportation and for using earmarks to fund Pennsylvania projects. He says he regrets many of his votes for such programs, and opposes earmarks. He has also specifically disavowed his 2003 support for the unfunded Medicare prescription drug benefit and his vote for the No Child Left Behind Act.

He has been described as having a "confrontational, partisan, ‘in your face’ style of politics and government.” “I just don’t take the pledge. I take the bullets,” Santorum said. “I stand out in front and I lead to make sure the voices of those who do not have a voice are out in front and being included in the national debate.”
