He and Frank Narducci Jr. in 1977 were revealed to have arranged for fronts and the New Jersey Alcohol control Board found that Testa and Narducci Jr. did not have the independent resources to finance a $250,000 purchase of the license, business and property of Le Bistro at 2201 Pacific Avenue in Atlantic City and were acting as fronts for their fathers, Frank Narducci Sr. and Phil Testa, who were both precluded from having any interest in a liquor license because of their criminal history.
