Early Life
Ross was born in Rostrevor, County Down, Kingdom of Ireland, to Major David Ross, an officer in the Seven Years' War and his mother, half-sister to the Earl of Charlemont.
He was educated at Trinity College, located in Dublin, Ireland, where he was a treasurer of its College Historical Society and joined the 25th Regiment of Foot as an ensign in 1789.
