Early Life

Mueller was born in 1944 in New York City, New York, the son of Alice C. (née Truesdale) and Robert Swan Mueller. His maternal great-grandfather was railroad executive William Truesdale; his ancestry includes German, Scottish, and English. Mueller grew up outside of Philadelphia, Pennsylvania. A 1962 graduate of St. Paul's School, he went on to receive an B.A. from Princeton University in 1966, an M.A. in international relations from New York University in 1967, and a Juris Doctor from the University of Virginia School of Law in 1973.
